Surrey appoints interim finance director

Surrey County Council has appointed Leigh Whitehouse as its interim director of finance.

He replaces Sheila Little, who left her post suddenly last month amid growing financial pressure at the authority.

Whitehouse joins from London Borough of Bexley, where he is currently interim director for finance and corporate services.

Joanna Killian, chief executive at Surrey County Council’s, said: “I am really pleased Leigh will be coming to Surrey. He has an excellent track record in the sector and solid experience of managing council finances.”

Whitehouse has also served previously in senior financial officer positions at the London boroughs of Kingston and Hammersmith & Fulham.

The council said the recruitment process for a permanent replacement for Little will start in September.

The local government financial crisis has not been caused by a lack of funding: that’s just a symptom of the inherent conflict of having independent local authorities within a highly centralised state, argues Conrad Hall.
