Social care cash should be aimed at ‘demand management’

More of the £2bn in extra social care funding announced by government last year should be spent on reducing demand, according to a new report. The analysis by consultancy iMPOWER, found that only 8.5% of the funding has so far been used to fund activities to address demand issues. Stuart Lindsay, assistant director at the firm, said: “Our core argument is that the availability of additional funds gives councils and health providers an opportunity to move from coping with demand to managing it.”

The local government financial crisis has not been caused by a lack of funding: that’s just a symptom of the inherent conflict of having independent local authorities within a highly centralised state, argues Conrad Hall.
