Northants appoints new chief executive

Northamptonshire County Council has appointed its executive director for commercial, place and health, Andrew Quincey, as interim chief executive. The authority, which earlier this year issued a section 114 notice stopping all non-statutory spending, has also appointed Matthew Golby as its new leader. Golby said: “These are extraordinary times we are facing in Northamptonshire, and I am committed to providing the stable leadership required to see us through the transition to unitary governance over the coming years.”

The local government financial crisis has not been caused by a lack of funding: that’s just a symptom of the inherent conflict of having independent local authorities within a highly centralised state, argues Conrad Hall.
