Most councils set to make use of HRA borrowing powers

Nine in ten councils are considering increasing their housing output following the removal of the housing revenue account borrowing cap.

The cap was removed following a promise by prime minister Theresa May at last year’s Conservative Party conference.

According to a survey by the Local Government Association, a further 5% of councils say they are likely to consider building more over the next five years.
