Halton imposes freeze on non-essential spending

Halton Borough Council has imposed a moratorium on non-essential spending to help deal with a predicted overspend on this year’s budget of £6.1m.

A report to the council’s executive said that the overspend is due to a delay in implementing some of the £9.3m of savings included in the budget.

The children and families department is predicting an overspend of £4.5m against its net budget of £22.8m, the report said.

The local government financial crisis has not been caused by a lack of funding: that’s just a symptom of the inherent conflict of having independent local authorities within a highly centralised state, argues Conrad Hall.
