McMahon pitches LGR as a solution but refuses to address council debt question

The local government minister Jim McMahon has suggested that the government is considering local government reorganisation (LGR) as a way to help “fix” the broken council finance system. However, he remains tight-lipped on whether authorities will inherit existing debt.
