London Councils are looking for a Strategic Financial Analyst. Starting salary: £65,000 per annum – 12 month Fixed Term Contract (suitable as a secondment).
There has never been a more interesting or challenging time to work in local government finance at the pan-London level. A fantastic and rare opportunity has arisen to work at the heart of Local government finance in London to provide strategic analytical support to the Society of London Treasurers (SLT) – the leading professional network of Directors of Finance and Resources (Section 151 officers) with membership from across London’s 33 local authorities.
Working alongside London Councils’ Finance & Improvement team, this 12-month fixed term contract, which is also suitable as a secondment, will provide the successful candidate with a unique experience of working with senior finance officers across all 33 London local authorities on a regular basis. You’ll gain a cross-cutting view of the key policy and finance issues affecting London boroughs, develop a programme of work to deliver in-depth financial and service analysis and support pan-London financial resilience, through benchmarking, modelling and sharing good practice.
Core activities will include:
- supporting the delivery of a number of core and one-off surveys
- undertaking deeper financial and service analysis with an objective to inform lobbying and share good practice
- supporting SLT with benchmarking and other borough-level analysis relating to financial resilience
- drafting background briefings and consultation responses for SLT
- attending technical working groups on behalf of SLT to advocate on its behalf
- developing options to improve information-sharing with SLT.
It requires someone with a thorough knowledge of local government finance and a proven ability to oversee complex financial and statistical analysis and draw firm conclusions to support boroughs to better understand the drivers behind systemic financial pressures in key services like adult social care, high needs, homelessness.
Sound judgement and strong people skills are required, as well as the ability to present complex technical issues in simple and concise ways, as you’ll be working with senior officers in London local government.
The role will be hosted by London Councils: the collective of London local government – the 32 boroughs and the City of London – who come together through London Councils to work in collaboration to deliver our agreed Shared Ambitions for London and Londoners. It is a cross-party organisation that works on behalf of all of its member authorities regardless of political persuasion.
