About The Role 

This is an exciting opportunity to lead our finance team as the head of finance – pension and treasury.  In this role, you’ll be the strategic lead for the £1.2bn Hounslow Pension Fund and the council’s treasury management for an organisation with c£1bn annual expenditure. 

You will play a key role in setting the financial strategy in relation to investment and borrowing plans to enable delivery for an ambitious council that is serious about improving the lives of residents.  You will work closely with advisors and the Pension Fund Panel to manage all aspects of the Hounslow Pension Fund. 

About The Team You’ll Be Working In 

The Pension Fund is managed within the finance function.  The fund holds £1.2bn investment portfolio, has c7,000 active members and c15,000 current pensioners and deferred members.  The fund has had a very stable management team for a long period and the funds performance has been strong.   

The head of pensions and treasury will be the senior lead for all matters related to the pension fund taking responsibility for ensuring effective engagement with key stake holders, management of the day to day activity on the pension fund and longer term strategic management of both the pension fund and the council’s treasury management.  The post holder will also be required to produce and present reports to the Pension Fund Board, Pension Fund Panel and Cabinet.  The role involves working with a wide range of professional advisors and councillors. 

We are looking for a talented individual with excellent interpersonal skills and possessing a high degree of accuracy and attention to detail to build on the strong foundations left by the departing team members. 

About You 

We are looking for a highly skilled finance professional with experience of pension and treasury management in a large organisation.  You will be as comfortable driving improvements to processes as you are engaging with decision makers to develop strategy.  With a keen eye for detail, you will ensure committee reports present complex financial information in a way that is transparent and open to inform and support decision making. 

Your Skills  

  1. Ability to work effectively and establish positive relationships with non-finance colleagues in a way that establishes confidence, credibility and trust.
  2. Ability to review, analyse, challenge, interpret and present complex financial investment and borrowing options.
  3. Knowledge and/or experience of pension fund accounting, treasury management processes and producing committee reports. 

Desirable for The Role 

  • CCAB qualified or other relevant professional qualifications, candidates with significant QBE also welcomed.
  • Experience of Pension Fund and Investment Strategy.
  • Previous experience of Local Government would be beneficial but not essential for this role.
