Council tax: Not capped, really

Council tax is definitely not capped. Really it’s not. Curious, then, isn’t it, that when councils run into financial trouble they don’t just put up the council tax. Let’s have a look at why that is, and while we are at it, how councils and their local residents were gaslighted into a tax regime that has led them inevitably to disaster.
