Northamptonshire section 151 officer steps down

The section 151 officer who issued Northamptonshire County Council’s section 114 notice earlier this year has resigned from the authority. Executive director of finance Mark McLaughlin is set to depart from the council along with interim chief executive Andrew Quincey, who has also decided to step down.
According to the BBC, Tory council leader Matt Golby wrote to councillors saying: “Mark has made it clear that, as the commissioners are now in post and the recruitment process is under way for a new chief executive, the council is moving into its next phase and therefore it is only right that he steps aside.”

The local government financial crisis has not been caused by a lack of funding: that’s just a symptom of the inherent conflict of having independent local authorities within a highly centralised state, argues Conrad Hall.
