Mel Creighton appointed as s151 at Southampton City Council

Mel Creighton has been appointed as executive director, corporate services and statutory section 151 officer at Southampton City Council, the authority has confirmed.

Creighton was previously deputy chief executive and director of finance at Liverpool City Council for three and a half years, before she resigned in May 2022.

She succeeds John Harrison, who was executive director of finance and commercialisation at the council from September 2019 to February 2023.

The news comes as Southampton City Council warned last week that a section 114 notice is a “major risk” for the authority in 2023/24 as its financial position has become “very uncertain”.

Harrison outlined that the authority has had to significantly drawdown on its reserves to achieve a balanced budget for 2023/24, which has left an “inadequate” amount for the future.

He detailed that to reduce the financial risk the authority faces it much “take all possible action” and continue on an “essential spend only” regime.
