Liverpool signs Sara Pitt as interim director of finance

Sara Pitt has been appointed as interim director of finance at Liverpool City Council, which is currently under government intervention, following the restructure of its senior leadership team.

Pitt was previously director of finance for Birmingham City Council between February 2020 and March 2023. She also worked at Staffordshire County Council for over 14 years as a principal accountant and strategic finance business partner.

Under the government intervention, five commissioners have been appointed to Liverpool to oversee the authority’s financial management, highways, property and regeneration functions.

A restructure of Liverpool City Council’s senior management was one of the commissioners’ directions. This has meant that the authority now has a director of finance who sits under a corporate director of finance.

Barry Scarr currently holds the post of interim corporate director of finance, he succeeded Ian Duncan in March 2023.

Pitt’s appointment follows a flurry of section 151 officers at Liverpool, with Chris Buss appointed as acting director of finance in June 2022 until his subsequent resignation in August 2022.

Buss succeeded Mel Creighton, who resigned as director of finance and deputy chief executive in May 2022 after 3.5 years at the council.

Until recently, the FRC had little involvement in local government affairs. But with investigations into council officers becoming more frequent, where is the political accountability?
