LGA kick-starts debate on adult social care funding

The Local Government Association (LGA) has launched a consultation outlining the hard choices needed to prevent the collapse of adult social care services.

The consultation sets out a number of potential solutions, including allowing councils to further increase council tax.

Other options include increasing income tax, national insurance or introducing a social care premium for over-40s and working pensioners.

Another proposal includes means testing universal benefits, such as free TV licenses and winter fuel allowance.

Izzi Seccombe, chairman of the LGA’s community wellbeing board, said: “We cannot duck this issue as a society any longer.

“Our green paper is the start of a nationwide public debate about the future of care for all adults, and how best to support their wellbeing, and we encourage as many people and organisations to have their say on how we pay for it and the responsibilities of citizens, families and communities.”

The local government financial crisis has not been caused by a lack of funding: that’s just a symptom of the inherent conflict of having independent local authorities within a highly centralised state, argues Conrad Hall.
