Northamptonshire County Council has appointed Ian Duncan as its new executive director for finance and section 151 officer.
Duncan will move from his current role as Interim director of finance and procurement at Wiltshire Council in November.
He has been a member of the Chartered Institute of Public Finance and Accountancy (CIPFA) since 1979, serving as president of the society of municipal treasurers in 2014-15.
Malcolm Longley, the council’s cabinet member for finance said: “Ian Duncan has a wealth of professional expertise to tackle our well-documented financial challenges.
“The council now has a strengthened team in place with a clear plan on how it continues to ensure it can live within its own means, and to deliver public services in Northamptonshire which are financially sustainable for the future.”
Previously, Duncan has contributed to a number of national working parties on subjects including business rates pooling and the National Audit Office review into local authority sustainability.
He will replace James Smith, acting chief finance officer and s151 officer, who has been filling the role since Mark McLaughlin stepped down from the role in July.
McLaughlin issued two section 114 notices earlier this year.
Room151 interviewed Duncan in 2014, when he was director of finances at Trafford Metropolitan District Council.
