Norfolk County Council has committed £1.1m to upgrade its roads network.
Members have given the green light to spend the money on a bypass that will help unlock more land for new housing.
The Department for Transport (DfT) will reimburse the cash and Norfolk will also bid for the same amount to be taken from the county’s business rates pool.
