An outer London borough is considering setting up a housing company.
London Borough of Bromley said it is considering the move as it has nearly 5,000 people either on housing waiting lists or living in expensive temporary accommodation.
The council will use its own land to build up to 600 affordable homes and buy up to 400 for repair over the next three years.
A report to councillors said: “The supply of social/affordable housing cannot keep pace with demand.
“The risk of insufficient housing and associated cost of temporary accommodation provision is one of the council’s major risks.”
