Andy Brown joins Surrey as executive director of finances and s151

Surrey County Council has appointed Andy Brown as executive director of finances and corporate services; he will also become section 151 officer and deputy chief executive.

Brown will join Surrey this month from Wiltshire Council, where he is currently deputy chief executive and corporate director resources. Ratification by Surrey’s full council is expected to happen on 8 October.

Brown has more than 25 years of experience in finance and local government and was previously chief operating officer and s151 officer at Cornwall Council. He is a qualified chartered management accountant.

He said of the new position: “I am delighted to have been appointed to the role. I am passionate about public service and leading a high performing council that is not only well known and respected, but evidence led, improving outcomes for the population we serve.”

Tim Oliver, leader of Surrey County Council, described the move as “excellent news” for the authority. He added: “He brings with him extensive experience and know-how which will be invaluable as the council continues to weather the storms encircling local government and indeed the global economy.

“I know Andy will prove a vital member of our leadership team and will play a key role in enabling us to continue to deliver the best outcomes for our residents, ensuring no one in Surrey is left behind.”

Terence Herbert, chief executive of Surrey County Council, said Brown’s “track record and experience to date” showed that “he is perfectly poised help us meet the challenges that lie ahead as we navigate increasing demand and other economic pressures”.
